Easy Repair
After finally figuring out how to fully disassemble the wand and get this strip out I was able to determine what was the problem. Turns out the problem comes from the fact that the ribbon cable had been folded at some point which caused the cable to flex at the same point instead of smoothly rolling over as you extend and retract the wand. Much to my dismay this replacement wand cable also came with a fold in it. I would HIGHLY RECOMMEND that you figure out a way to ship this in a package that does not require having the flat cable to fold over. Unfortunately the person who ships this has no concept of how this flat cable moves in operation which causes its demise.

A challenge to install
Perfect fit; super difficult to take apart the extension wand to install this part without breaking a piece of plastic on the wonderfully designed puzzle of the incredible extension ability. Should come with "the secret to taking the extension part" instructions.

Flat wand cable
It was a good thing we kept the old part because the new cable did not have the white ends. It was not easy to take wand apart, could not find any video of how to do it. It's done and it work great.

Exact replacement
Well not quite exact. It was a little shorter which I think was a good change. The original was longer and had a knik when it broke. This one doesn't hangup and rolls when the wand length is shortened. Disassembly required a bit of fore thought to figure out how to proceed.

Vacuum Wand Flat Cable
The part was easy, getting to the part w/out breaking a plastic tab was a fair bit of careful work. Diagnostic was easy with a multimeter, using the continuity test function.
