very late shipping, poor customer service results

ordered product and paid premium for fast shipping. after a week i tried to cancel order. customer service told me three separate times the refund was in process. still no tracking or confirmation of cancellation. twenty days later it ships. now I am out of $20 shipping and $9 to return. this is not right!
