I or my neighbor could not possibly install the inner flange bolt. I had to drill holes in the bottom of the deck. Obviously the muffler is attached toe the engine prior to mounting it on the mower. Further more since finally installing the bolts, with lock washers, after 5-10 minutes of operation 3 of 4 bolts vibrated loose, causing the muffler to rotate90 degrees, thus breaking the weld on the exhaust pipe / muffler. I bought some Permatex Threadlocker to apply to bolts, if that does not work I will call .
