Original Spring Damaged by Use.
Something jammed into the spring and one of the coils it was bent in the middle. The right side blade wouldn't stop spinning as the damaged spring was not pulling the pad to engage the drum. As there is permanent tension on this sprint, I didn't want to damage it while attempting to stretch the spring. I wound up removing the drive drum. I also released the cable and allowed the entire mechanism to relax before fitting the spring. Then, I replaced the drum. When I replaced the cable, it pulled the spring to its normal position.
