Fixed the Problem!
One knob was loose and resulted in the burner being difficult to turn off and on. The new knob worked perfectly and now that burner is like toe others.

Easy factory replacement
Buy extras of these EXPENSIVE knobs. Apparently the plastic softens over time and they become unusable. I've replaced three of the four. I think $14.97 for a piece of plastic is unreasonable though.
