Totally unnecessary parts I didn't order.

Are you kidding me? I did not order these bolts, nor the cotter pins that came with them! The only positive out of this was that I was not charged for these items. I did tell the Sears representative I was chatting with that I will never order from the Sears site again. These mowers are made by MTD and I can find parts off any number of sites that I don't have to pay shipping or sales tax.
