When you turn on the stovetop an element switch trips to turn on the Hot Surface light.
When you turn off the element the switch turns off as the element cools.
If the Hot Surface light always stays on, a switch is stuck. To find the stuck switch unplug the range and lift the cooktop. Disconnect the switch wires and measure continuity.
A measurement of OL (open load) means the switch is okay. Continue checking switches. When you find the switch that measures 0 ohms, you know that switch is bad.
Once you replace that element, you've solved the problem.
