After figuring out where the spring set, all was easy. The rod needed a stopper to prevent slippage.

Parts available; shipping expensive

It is nice to have parts to a 20 year old lawnmower available, but the shipping was too pricey.

torsion spring

remove the shield mounting bracket from the mower deck, then put the spring into the bracket, then the hinge rod through the shield, bracket, and spring. Then mount the assembly back onto the mower deck. I tried it the hard way first. That did not work out well
