Difficult to determine a sequence to remove the lift lever. I believe it could be simple once the replacement steps are followed. I will answer the other questions honestly once I have successfully installed the lift lever.

Not too hard to install
Old lever had warped so much that the highest lift position barely lifted the mower. New one fixed that very nicely. Remove the tire to get at it. To get the spring off, I used an Irwin GV8 that has a nice rounded inner grip, "unwind" the spring as far as possible, hold it with a pliers, then use the Irwin to further unwind and use pliers to move it off the lever.
