Range element not working properly

Thank you for your question and I understand your concern.

There is not fuse in the circuit for the surface burners. If you replaced the right front dual burner and the inner ring will not come on, the most likely failure is the surface unit control board part #316442112 for model PLEFMZ99GCEwhich can be ordered from Searspartsdirect.

I added an image below of the wiring circuit. I circled the right front burner circuit. Terminal P1 is the line 2 voltage supply. When the inner ring is set to come on, there should 120 volts measured across terminal P1 and Neutral, and 220 measured across terminals P1 and L1 (line one). If you do not measure 220 across L1 and P1, the control board #316442112 is likely faulty and not closing and completing the L2 voltage path to the element.

NOTE: I do not recommend measuring any voltages unless you have experience and feel confident and safe in doing so; otherwise I strongly advise calling a service technician to diagnose and repair your range.
