From your description I could not tell whether or not you ran the diagnostics. The first thing I recommend is checking for fault/error codes. The error codes are extremely important in the diagnosis of this type of washer. This washer has a way to recall error codes, and it will save up to 4 of the most recent fault codes. If the control detects a problem it will identify it with an error code. I am including this information in a set of images below.

If you do not feel confident repairing this problem yourself, then you can have it repaired at your home by a Sears technician. Here is a link for the website; Sears Home Services .

Why won't the lower oven on my Kenmore range model 790.98022800 heat after I cleaned it?

The wiring diagram for your range is shown in the first image below. The lower oven element circuit is traced in red. There is a safety thermostat in this circuit that will prevent all of the lower oven elements from heating if it is "open". The second image below shows the location of this safety thermostat. If you unplug the range and remove the lower back panel, you should be able to access this thermostat and check it for continuity. Remove one wire and measure the resistance of this component with a volt/ohm meter. You should measure near zero ohms of resistance. If you detect an open load (Ol or infinite resistance) then the thermostat is bad and will need to be replaced. You can order a new thermostat from the Sears PartsDirect website. The part number for the thermostat is 318004902.

If the thermostat is okay, I recommend that you check the wiring connections of the lower oven element circuit on the control board (with the range still unplugged). If the wiring and the elements are okay, then you could have a failed control board. I recommend that you have a service technician diagnose and repair this type of problem.
