I am sorry you are having a problem with the starter. Usually when the electric starter runs but will not turn the flywheel it is because the gear is stuck in the down position. I recommend removing the starter and lubing the spiral gear on the starter. I found a video that shows how to remove the starter lube it. Just click here and here to see the videos.

Jerry, Once you have the starter removed plug it in. Then secure the unit to a workbench so it will not move when you push the starter button. When you push the button, the starter gear should pop up. If it does not pop up the gear will not mesh with the ring gear on the flywheel. If this is the case I recommend moving the gear to be sure it is not stuck and lube it. Please let me know how this works.
