Q:

Did I fry the oven control board when I shorted the wire to ground when removing the bake element?

A:

The line 2 (L2) voltage supply is connected to the bake and broil element which is always supplied with 120 volts regardless if the oven control is ON or not. I added the wiring diagram in the image below showing Line 2 (L2) connected to one side of both bake and broil elements. You will notice a Bake and a Broil relay which is part of the electronic oven control. When the Bake relay closes it provide Line 1 (L1) to the bake element and it heats. Generally speaking, if the bake element wasn't working before you shorted the element; the bake relay/control board was likely bad and not the bake element. You will need to replace the electronic oven control board now that it is dead. Oven control part# 316131601R. NOTE: Remember to remove power from the range by flipping both breakers OFF or by disconnecting the power cord before replacing the control board.
