There are several different types of the Eager Beaver 28cc trimmers. Without the model number, we cannot see the type that you have. That trimmer is manufactured by McCulloch. You can probably access and view a parts list diagram on the McCulloch website.  Here is a link for that website: McCulloch.com

 

You are probably to the point where you need to remove the clutch. You may see a small Torx head screw in the center of the clutch drum. Remove that screw and slide the clutch drum off. If the engine shaft turns when you are removing the screw, remove the spark plug and fill the cylinder with small clean rope. The rope will jam the piston and stop the engine from turning.

 

 

Remove the screws holding the fan housing to the engine and remove the fan housing. The rope and the starter pulley are inside the fan housing.

 

 

Be very careful removing the starter pulley and spring. The spring will unwind violently if it is released.

The 358. prefix in the model number tells me that it is a Craftsman model manufactured by Poulan.
