I assume you are talking about the front lower counter weight. This is most likely due to an issue with the door boot or the tub is cracked. You will have to determine where the leak is coming from. I am including a set of images below that will help you with disassembly. The images may not be exactly like your washer but they will give you the basic idea. Always unplug or de-energize electrical equipment before removing covers or attempting service. Be careful and wear appropriate hand protection when working around sharp metal parts.

Hello Kelly. I am sorry to hear about the F21 code problem that you are having with your Kenmore HE2+ washer.
That F21 code indicates that you have a long drain problem (which is probably obvious since the washer won't drain). Excessive suds can cause that problem. Look for evidence of that problem. If you see excessive foam in the tub, then you will need to drastically cut back on the amount of HE (High Efficiency) detergent that you are using. You should only need about 1 tablespoon of HE detergent for each normal wash load.
Check the washer drain in your home. See if it is clogged. If the house drain for the washer is working, then I recommend that you examine the drain hose for the washer to see if it is kinked. Check the end of that hose for a lint clog. Make sure that the end of that hose is not stuck way down the drain stand pipe or submerged in drain water if you are using a drain sink beside the washer.
If you find no problems with the drain hose, then you can unplug the washer and check the large item filter in the drain pump as shown in the image below. You may find lint or foreign items in that area that would prevent the washer from draining. Note: Drain the water from the washer before removing that large item filter from the drain pump. You can manually open the washer door by removing the bottom front service panel. Carefully reach up along the inside of the front panel and pull down on the release tab that you will find at the bottom of the door latch assembly. You can then open the washer door and remove the laundry. Drain the water out using a wet/dry shop vacuum.

Why does my washer have 2 discharge hoses on it?
This washer has a suds saver feature. One hose is designed to go into the sink where the water is stored and then reused by the washer. The other hose is designed to drain directly to a standpipe.
The washer will not operate properly in the suds saver mode if the hoses are attached and directed into the sink drain.
