Thank you for contacting with your question about tightening the belts on your Southern States Tractor. I am so sorry to hear you are having problems with it going up hill. That has to be extremely inconvenient when you are trying to get the lawn cut. I will be happy to help you with the solution to this problem. Your question didn't indicate if you have a copy of the owner's manual. There are two sections in there that directly refer to this situation. I have included the link for you to review the manual online.

Owner's Manual for Southern States Tractor model SP24H48YT.

The first part is on page 17 which deals with operating the tractor on hills. Choose the slowest speed before starting up or down hills.  It states not to drive up or down hills with a slope greater than 15 degrees. If your lawn has hills that steep, that may add to the problem.  Use the slope guide on page 35 to determine if this is the issue.

The second part of your question was if the belts could be tightened. On page 22 it states the belts are not adjustable. If the belts are slipping from wear, they need to be replaced. I have included the links to order the belts for you.

Primary mower belt for Southern States tractor model SP24H48YT.

I hope this answers your question. If I can be of any further assistance, please respond to this thread. Thank you for choosing Sears, we appreciate your business.
