The safety gas valve for the oven rarely fails. Even though the igniter glows, it is probably too weak to allow that safety gas valve to open for ignition. If you have an ammeter, you can check the amp draw of the ignition circuit. That circuit should draw at least 3.2 amps for the safety valve to open for ignition. If the amp draw of the ignition circuit is less than 3.2 amps, I recommend that you replace the igniter (even though it glows).
