Jen-Air SEG196 C oven will not work

Thank you for your question and I understand your concern.

If neither bake nor broil element will heat, there could be one of many possible failures. Jenn-Air ranges have many components and many wires and circuits and I strongly suggest calling a service technician to properly diagnose and repair your Jenn-Air slide in range.

I added a couple of images below; one of the wiring schematic and wiring diagram and one with some troubleshooting information. As you can see by looking at the images; you will see all the circuits and components in the bake and broil circuits. I recommend calling a service technician to diagnose and repair your range and you will be glad you did. NOTE: Disconnect the power supply to the range if you decide to attempt to diagnose the failure.

Without being there to personally hear the noise I will not be able to say with any certainty of what's making the noise. The noise could be emitting from a bad fan motor (key#8), unbalance or bent condenser fan (key#1) or evaporator fan blade (key#11) or you could be hearing the condenser fan blade slinging water through the condenser coil. The noise could also be the compressor (key#1) and not the fan. If it does not make the noise when fan only is pressed then the noise is likely coming from the compressor or a vibration noise. See image below for "Normal" sounds.
