Clothes not drying completely LER8620PW1 Whirlpool Residential dryer

I am sorry and do understand your frustration when there is problems with the dryer.
Glad to help out.   Im  looking at your Whirlpool Dryer model number LER8620PW1.

First thing for safety and concerns to keep dryer running well is to check the lint screen and vent of air flow going out of the house.   If clogged up it could cause heating problems on any dryer.
To prevent a Blocked Vent Hood, once a year: 
1.  Clean any lint blockage from the exhaust vent hood.
2.  Make sure the vent hood flappers move freely.
3.  Check for screen/grate openings that allow bird or rodent nests.
4.  Replace exhaust vent hood if damaged.
5.  Check for good air flow while running the dryer.
Note: Poor airflow or decreased airflow indicates further vent system cleaning is needed.

When the clothes come out of the washer, are they spin dry as normal or wetter than normal?  Is there any error codes on the control panel?

I would check the items below with a ohm/volt meter.  Check them all because an open heating element or thermostatcan cause this to occur with the heating.

When it comes to Electric dryers here are all the options to check on when not heating.
All can be checked with an Ohm meter for its continuity open or closed.

Heating element which is key number 14
Thermal cut off switch which is both key 47 and key 48 together
ON the back of the blower is thermal fuse key number 4
Also on the back of the blower internal thermostat key number 42
Make sure you always keep  your lint screen areas clean.

Mostly it sounds like a vent problem, lint screen being wet as it is.  Make sure you clean everything out well and then try again.
