Thanks for the inquiry and for using
Based upon the installation guide for this model of GE dishwasher, some units are a permanent power connection (without a power cord), and some are power cord models. This particular model must be a permanent power connection since the cord is not listed within the replaceable parts list.
You may be able to fabricate or add a plug to the existing wires, but that would be best left to an electrician to facilitate. Otherwise, when you get to the new home, you could just have the power wires connected in the same fashion as you do currently.

The model number you've provide does not come up in our data base. Please re-check your model number. The part that you are describing sound like the seal of some sort. However, there are multiple seals inside the wash tub. You can remove the lower spray arm and the feed, and check to see if the seal is there. If not replace it. If it is, you will need to check for leaks and loose parts to determine where this would go.
