This could indicate a bad ground connection between the base and top.

In order for the non-working spark electrode to work, the spark igniter module must supply voltage to the electrode and the burner base must be making a good ground in order for the voltage to jump across the electrode to the base which should be grounded. It is possible to have a failed spark igniter module but not likely. I would check the wiring connection. If the wiring checks out and looks good, you will need a meter to verify if the burner electrode is receiving power from the module. If so, the burner itself will need replacement. If not, the module will need to be replaced.
