The part number for the belt on that model of Samsung dryer should be 6602-001655. If you received the wrong belt, then I recommend that you return it and order this one.

If you have the correct belt, then I recommend that you check the routing of the belt over the motor pulley and around the idler pulley. The first image below shows how the belt should be routed. I added a procedure for accessing and replacing the belt in the second image.

The cutter head will unscrew from the drive by turning it counterclockwise. To hold the engine while you unscrew the cutter head, remove the spark plug and put 4-6 feet of clean rope into the cylinder. The rope will jam the piston and stop the engine from turning while you unscrew the cutter head.
