Sorry to hear of the issue with the compressor not building pressure, I know how frustrating that is to have occur.

Your air compressor probably has something broken inside one of the cylinders. Disconnect the power to the air compressor and remove the plastic cover around the motor and compressor.
Before you take the compressor apart, listen and feel for air leaks. Check to see if air is coming back out of the intake filter. If air is coming back out of the intake filter, the tank check valve is the problem. If you feel air coming out of the intake when it is running I suspect the valve plate is broken.
I recommend checking the tubing connections to the pump. If the connections are fine, you have to remove the heads. The head is secured with four bolts. Directly under the head is the pressure plate. The pressure plate has reeds on it that direct the air into the discharge line and keep the air from going back into the cylinder of the compressor. Check the reeds for warping or breaking. If the reeds are damaged, you must replace the pressure plate. Make note of how the pressure and seal sit on top of the cylinder.
If the pressure plates looks fine, I recommend setting it aside and inspect the pistons and the cylinders. What usually happens is the piston ring wears and allows air to blow past the piston. When this happen the compressor will run longer and may never come up to full pressure or build pressure. To repair this problem I recommend replacing the piston rings and the cylinders. There is a kit available that contains the piston, ring, cylinder, and the seals for both the high and low pressure sides on this unit. 
The high pressure ring kit is part number K-0648, and the low pressure ring kit is K-0650. These will not include the connecting rods themselves, but will have the cylinder sleeves, rings, oring, and head gasket. If you need the connecting rods, you will need to purchase the high and low pressure connecting rod kits. They are non-illustrated on SearsParts, but are shown on the parts list as NI (non-illustrated).

does the choke valve ever let air leak out? 919.167782

Ya that sounds normal, im showing that tube is a pressure relief tube. So periodically there is going to be air coming out of that when pressure gets to high.

If its happened all the time then that check valve off the top of the tank would need replaced.
