Sorry to hear of the issue you're having with the fuel flowing from the primer, I know how concerning that is to have occur.
Yes, the primer does have the center hole on it to assist with priming. This type of issue indicates an internal carburetor issue. More specifically, it indicates a stuck needle or flooding issue. To correct this, you will need to pull the carburetor and either perform a cleaning, a rebuild, or replacement depending on how varnished it is inside. 
Once you correct the flooding issue, I would verify and ensure fuel has not mixed with oil, which is a common occurrence with this type of issue. With thinned oil mixture from fuel, it could cause major internal engine damage if ran for extended amounts of time.
