Problem with starting a Craftsman self propelled push mower. Blades are hard to turn manually.

I am sorry you are having a problem with the mower. I will try to assist you in the repair. First, remove the spark plug from the engine. Then hold the bail down and try to pull the starter rope. If the rope does not pull out easy tip the mower onto its side as you would to change the oil. Then remove the blade and the drive belt. Tip the mower back over and try the rope. If it does pull out I suspect the problem is with the belt. If it does not pull out the problem is with the engine. If that is the case, I can give you a few more things to check on the engine before throwing in the towel.
