I am sorry you are having a problem with the electric start on the mower. I recommend checking the fuse first. According to the parts diagram the fuse is located in the harness along the handle. Pull the fuse and see if it is blown. If the thin metal strip between the two spades is broken, the fuse is blow. You should be able to find a replacement fuse at any auto parts store. If the fuse is good, I suspect the battery is the problem. To be sure, you will need a voltmeter. If you have a voltmeter, unplug the battery first. Then turn the on to check dc volts. Once it is set place the meter leads onto the terminals of the battery. You should get a reading of 12 volts. If you do not get that reading, the battery is likely the problem. Check the operator presence cable for sharp bends, damage or pinching in the handle bracket. It is likely that the cable is binding up at some point to prevent the bail from being depressed so that you can start the engine. Release the cable connection on the engine to see if the cable will move freely. If you are not able to free up the cable so that the handle will depress then the cable will need to be replaced. You can order parts from the Sears PartsDirect website. If the mower is under warranty, check your owner's manual for directions on warranty service. Walk behind Self Propelled return spring.

I should be able to help you in attaching the return spring on the mower. I have attached a few images below that shows the spring connections. The image only shows one end of the spring. The other end of the spring connects to the gear case to pull it back.
