There should be a clip on the frame of the mower where the outer sleeve of the cable snaps into. The end of the bare metal cable should have a z-clip. That z-clip will need to be inserted in a hole that is on the black plastic bracket located in the back right corner of the gearcase.

I will be happy to assist you with the mower. I have posted an image below showing how the springs connect to the mower. Click on the image to enlarge it. I have found using needle nose pliers make connecting the springs easier.

I can understand wanting to be able to start the mower.

Without the operator presents cable in place the brake and kill switch are activated.

The part number for the cable is: 183567 and you can order this from: Sears Parts Direct .

The image below is a generic model that shows the location on the side of the engine where the cable attaches. There should be an arm that the cable hooks into.

For safety reasons I cannot tell you how to defeat the operator presence system.

Thank you for the update. The operator presence cable releases the engine brake and the kill switch. When released it will kill the spark to the engine and then apply the engine brake to stop the engine it in about 3 seconds. If you have spark and fuel and air it should be running. From your description it sounds like the engine is not getting any fuel from the carburetor, which could be caused by some blockage internally in the carburetor. Please do not use starting fluid, it will damage the engine because it is two dry and washes the lubricant off the cylinder walls. If you want to use a starting fluid use WD40 at least it is less damaging to the engine. I hope you find your starting problem. Sam A.
