I understand how important it is to install a brand new part on a trusted yard tool like a lawn mower, especially if you have a lot of grass to cut, you definitely do not want to be left stranded with half your yard cut. There are 3 ways to deal with this situation; I've done each and have no preference. The first is to take a pair of pliers and bent the tabs away from the pulley a little bit and then put the belt on. If you do that, make sure to take a small hammer and tap the tabs back to where they were before you bent them out of the way.

The next method is to remove the screws holding the belt keeper onto the transmission. Then put the belt on and bolt the keeper back into place.

The 3rd method is to take the drive pulley off the transmission and then slide it back into place and tighten. This way can be a bit harder than the other 2, but it is an option.
