Thank you for your question.

I am sorry you are having a problem with the tiller. I will be happy to assist you. I recommend removing the belt cover first. Then loosen the cable clamp and push the cable down. Now disconnect the spark plug wire and tip the tiller slightly so the tines are off the ground. Then pull the starter rope to see if the tines turn. If the tines still turn with the cable slacked, I recommend replacing the belt. Then adjust the cable per the instructions in the image below. When you adjust the cable, you just want to remove the slack in the cable. The idler should stay fully retracted.

If the tines do not turn when doing this test, I recommend only adjusting the cable.
