Thank you for your question.   I am sorry you are having a problem with you Craftsman tractor model 917288340 . I will be happy to assist you with the repair. If the engine is over filled and smells like gas the problem is in the carburetor. The float, needle, and seat are not regulating the fuel level in the carburetor. When this happens, the gas will run into the cylinder and keep it from turning over. To cure the problem you will need to rebuild or replace the carburetor. If you rebuild the carburetor, be sure to back flush the fuel inlet. I have found a site that shows how to rebuild the carburetor. Click here to be taken to that site.  I also recommend replacing the fuel line from the filter to the carburetor. I have seen the inside of the hose break down and cause the problem you are having.  After you have the carburetor taken care of, remove the spark plug, and turn the engine over by hand. This will remove any fuel left in the cylinder. Once you have the fuel cleared out leave the spark plug out and change the oil. Then refill the engine and reinstall the spark plug.
