I am sorry you are having a problem with the engine on your tractor. If the engine always surges I suspect the engine is not getting enough fuel. To confirm this I recommend starting the engine. Then when the engine is surging slowly pull out on the choke. If the engine smoothes out the problem is likely in the carburetor. The most likely problem is the main jet in the carburetor is partly plugged. To cure this, the float bowl needs to be removed and the main jet cleaned with a small wire and flushed with carburetor cleaner.   I posted an image below that shows the location of the main jet on the two carburetors used on this engine. Once you have the main jet cleaned, you can reassemble the carburetor and check the operation. Please be sure to use caution when working on the carburetor and work in a well ventilated area.
