tractor relays hums and the starter will not engage 917273160 Craftsman Tractor

Thank you for your question and I understand your concern.
 
If the starter motor pinion gear is engaging the flywheel and it fails to spin the motor over, it could be a weak battery, faulty starter or the cylinder could be full of fuel. 
 
If the cylinder is full of gas, the engine is not going to spin over.
 
Remove the spark plug wire and spark plug and then see if the starter will spin the engine over. Be aware if the cylinder is full of fuel, the fuel will shoot out from the spark plug hole. Place a rag over the spark plug hole incase gas shoots out. Do not have any open flames when doing this. If the engine spins over and fuel shoots out, the carburetor float is likely stuck in the down position which allows fuel to fill the bowl and eventually fill the cylinder and prevent the engine from spinning over.
 
If the engine does not spin over with the spark plug removed, try charging the battery or jump the battery with jumper cables. If the engine will not spin over, it could have a bad battery, faulty starter, faulty starter solenoid or the engine could be locked up.
