Very likely the brake is stuck on the mower. If you don't have a parts diagram of the transaxle, go to www.searspartsdirect.com and enter the model of the mower. Select the "transaxle assembly" page.

The brake disc is mounted on the outside of the transaxle on the right side. In the parts diagram it will be items 58-60. You might have a spring broken or loose or something bent in the arm that actuates the brake.

It is very unusual for a transaxle to lock up. Something inside the transaxle could come loose and jam the gears. More likely the problem will be in the brake.

I will be happy to help you with removing the starter. If the head of the bolt will accept a torx bit, use a bit instead of a wrench. If it does not have a torx head try a shallow well socket to loosen the bolt. On some models, it is easier to get to the bolt if you lift the gear and engage the ring gear on the flywheel. The last option break the bolt loose with a wrench or a tool called a crows foot. I posted a picture of a crows foot below.
