I am sorry and do understand your frustration when there is trouble with the range.
Glad to help out.   Im  looking at your Kenmore Range model number 91193451591..

Looks like the first thing to do is test the Bake and Broil elements in the oven.

1.  Unplug th oven from the wall outlet.  
2.  Remove the racks from inside when you have the oven door opened.  
3.  The elements have a screw on each side and need to remove the screws and pull the wires from the
    elements out.
4.  Turn the dial on a multimeter to Rx1k.  Place one lead from the meter on the terminal at the end
    of the element, then place the other lead on the end of the other termial.  The needle on the
    multimeter should register between 19 and 115 ohms.  Replace the element if no reading registers
    on the meter.
5.  If the elements are good then take the meter and test both wires that you hook to the bake/broil

If you test both the upper Broil element and the Lower Bake element and find they are both good.   Then the part I believe you will be needing is the sensor.  (kind of like a thermostat.

Since you hear those relays clicking, that electronic control board is probably okay. You could have a voltage supply problem that is preventing that oven and the stove top burners from heating. I recommend that you check the house circuit breakers or fuses for the range. Since this is an electric range that requires 240 volts for the elements to heat, you should have a double breaker or 2 house fuses. The electronic control will light up and work if only the 120 volt L1 leg of power is supplied to the range. If that second leg of 120 volt power (L2) is missing, then the elements (stove top and oven). That is why I recommend that you check the house circuit breakers or fuses first.

If you find no problems with the house circuit breakers or fuses, then I recommend that you unplug the range and check the wiring for the power cord on the terminal block. Here is a link for the installation manual that shows the wiring on that terminal block (pages 3 and 4): Installation Instructions .

If that wiring on the terminal block is okay, then I recommend that you check the voltage at the electrical outlet for the range as shown in this brief video: Video: Perform a Voltage Check on a 240 Volt Outlet .

If that outlet voltage is not correct, then you will probably need to have an electrician fix this problem.
