Your symptoms indicate that you have a stuck BAKE relay on that electronic oven control board (also called clock/control). That is the $220 part that you are referring to in your details (part number WB27K5127). Replacing that control board should fix this problem.

Since the bake element shuts off when the broil mode is used, this indicates that the bake element is not shorted to the metal cabinet. The burned wire in your photograph will not cause that bake element problem that you are describing. You can probably find some supplies at your local hardware store or electrical supply store to repair that wiring on the broil element. You can splice in a replacement run of wiring and attach a new spade that will fit that broil element if you are confident that you safely complete that repair. You will normally need to use ceramic wire nuts or high temperature components to repair that wiring for the broil element.

You will need to remove the oven door as shown in the first image below. Place the oven door on a padded surface. Disassemble the door to the extent necessary by following the procedure shown in the second image. The third image shows the actual parts diagram of the door. This information should help you access the glass on the inside of the door.

NOTE: Be sure that you reassemble the door properly.
