Q:

Is a pressure regulator needed on an LP tank to hook up a gas range Kenmore gas range 790-73433310

A:

Page 6 of you installation guide shows the gas supply requirements for the range. Inlet pressure must be between 11 and 14 inches of water column pressure. A pressure regulator is usually required between a tank and the range to keep the inlet pressure in that range.

If your gas supply is within that range, then the oven burner should work properly. The oven burner will sometimes emit a gas smell when lit the first time after installation. Air in the gas line will often delay ignition of the burner on the initial attempt after installation. 

To determine whether you have a problem with the oven igition system once you have the proper pressure supplied to the range, I recommend that you pull out the bottom oven panel and watch the ignition process. If your oven burner is igniting properly, you may still smell a faint hint of gas as the oven burner ignites.
