NOTE: That LP conversion should be completed by a qualified installed.

There are 2 issues that will normally cause the problem that you are describing. First, I recommend that you make sure that the pressure regulator was properly converted to the LP gas configuration as shown in the first image below. The second issue that could cause this problem is that the oven burner orifice spud was not properly tightened all of the way down as shown in the second image. That orifice spud is tight and is difficult to turn on most burners. The instructions indicate that you should not over-tighten the spud. That is true. You should not over-tighten it but it will need to be tightened down so that it bottoms out.
