Kenmore Gas Range model# 79070403010. Only one of the 4 stoves has problem to start.

Thank you for your question and I understand your concern.
Based on your symptom I would suspect the small little holes on the lower side of the burner which directs a small amount of gas towards the flash tube and spark igniter are restricted. A boil over can clog the little holes preventing it from igniting. I added an image below with cleaning information. I would use a paper clip to stick and clear the small little holes located on the side of the burner.
