Based on the model number that you submitted (790.61031100), the range shows to have a standing pilot instead of a glow bar igniter. Your description indicates that the range has a glow bar igniter on the burner. I suspect that the model number that you submitted may be incorrect.

Since the igniter is glowing but the burner is not igniting, your likely failure is in the igniter itself (even though it is glowing). An explanation of a typical glow bar ignition system is shown in the image below. Your range may have a thermostat instead of a relay on the control board that closes to apply voltage (and current) through the ignition system to light the burner. An amp draw is usually taken using a clamp-on ammeter to determine whether the resistance of the igniter is decreasing enough to allow enough current to flow through the system to open the gas valve.

This type of failure can normally be repaired by replacing the igniter.

If you need more help, recheck the model number and submit additional details (including an updated model number) and we will assist you further.
