I looked at the owner's manual. You are correct that the icons around the convection fan are not clearly explained. The line around the convection fan will appear when the oven is set in a bake or broil mode. The 3 short lines above the fan are for the bake, broil and convection elements. I believe that the solid line below the convection fan is for the preheat function.

I see the description that indicates that the convection fan should kick off in the regular bake mode after the oven is preheated. Check your settings to make sure that you do not have the oven set in the convection bake mode. There is a chance that the fan will run after the beep that indicates that the oven is preheated. I recommend that you give the oven about 30 minutes to completely preheat. If the oven is set properly and the fan continues to run continuously through a regular bake cycle, I recommend that you cancel the cycle and then shut off the house circuit breaker for the oven. Leave the circuit breaker off for 5 minutes. Reset the breaker and set the clock on the oven. This may reset the control board so that it operates properly.

If you still have problems after resetting the breaker, then you will probably need to have the oven serviced by a technician. If the oven is still under warranty, you can call 1-800-469-4663 (1-800-4MY-HOME) for service. If the oven is not under warranty, you can schedule service online through the Sears Service website.
