Normally when the charger blinks red it is because the battery you are charging is bad. If both chargers are blinking red on the same battery, replace that battery. If the chargers blink on all your batteries, the chargers might have failed.

The only way to test the batteries and chargers is to put a new or a known good battery in the charger. You can take a charger to a Sears store and try it on a new battery. You can take the battery to a Sears store and try it in a new charger.
