Yes. You can check the switches on the control panel using a multimeter. Here's an image that shows how to check those switches:  Kenmore Dishwasher Control Panel Switch Test.

If you find one or more switches that are defective, replace the control panel.

If the control panel is okay, then you will probably need to replace the electronic control board.

The information you're asking for is proprietary information which is not provided and we have no access to it.

You will need to replace the control board; but before you do I suggest checking the resistance of each electrical component using the image I added below. The information I added in the image will show what the resistance measurements should be of the components. You could have a faulty component causing the board to fail as it did. NOTE: Disconnect the dishwasher from the power source before servicing.

Replaced micro computer board on Kenmore Model 665-13743K603, and still does not work. What could be the problem?

A:

I recommend that you shut off the house circuit breaker for the dishwasher and check the wiring connections on that new control board. Your details seem to indicate that the control console is not even lighting up. In that situation, you may have a blown thermal fuse (Key 6 in the parts image shown below). You may need to replace that component to fix this problem.

If the dishwasher will power up and you can select a cycle but it will not start, then you could have a problem with the door switch.

A failed user interface control panel could also prevent the dishwasher from operating.
