How do I "reboot" a Kenmore Dishwasher model # 66513123k703

There is no "Reboot" procedure on a dishwasher. The power outage/power surge likely caused the key pad or console to fail.

A flashing/blinking light over one of the keys of the keypad normally indicates one or more key switches are stuck or shorted on the control or the keypad. To determine if the control or keypad is faulty, see image below.

Thank you for submitting a question to Manage My Life.

It sounds like you have done quite a good job of diagnosis on your dishwasher. I would suggest you check to see if there are any foreign objects in the sump assembly. Be sure that you disconnect power to the dishwasher before attempting service. You also did not mention the filter cup, if the filter cup is clogged it does not allow for water to move to the drain pump efficiently. I have included an image below that should help you locate these items. If you do not find any issues other than the other piece of glass you mentioned then most likely you do need to replace the drain pump.
