I am sorry you are having a problem with the engine. If the fuel is leaking all of the time the problem is the float in the carburetor not regulating the fuel level in the in the float bowl. A defective float or some debris in the needle and seat area could cause this condition. I recommend removing the float bowl from the bottom of the carburetor. If the tank has gas in it you have to have an approved container under the carburetor because it is going to leak. Once the bowl is removed hold the float up and remove the hinge pin securing it. Then carefully lower the float but watch for the needle that is attached to it. Place the float in a bowl of water. It should float. If it does, I recommend removing the fuel line and spraying carb cleaner into the hole the needle came from. After it is flushed out, reassemble the carburetor and check the operation.
