I am sorry you are having a problem with the mower. If the starter rope will not come out, I recommend checking the oil level first. If the engine does not have oil, it might be seized up. If the oil level is fine, go ahead and remove the spark plug from the engine. Then try to pull the starter rope. If it still will not come out, leave the spark plug out. Then tip the mower onto its side so the air filter is pointing up. With gloved hands try to turn the blade. If the blade will not turn in either direction, I suspect the engine is seized. The cost to repair the engine would exceed the value of the mower.

If the blade will turn tip the mower back over and try to pull the rope. If it still will not come out, I recommend checking the starter and the engine control. First, remove the starter from the motor. Then see if the rope came off the pulley. If the rope came off the pulley that will likely be the cause of the problem. If the starter works fine off the engine, I suspect the engine control is not being released. When the engine control bail is pulled, the cable should pull on the engine control, and release the brake. If the cable is broken, the brake will not release resulting in not being able to pull the rope out.

I know how frustrating it can be when appliances do not function properly.

Most of these models use an electronic control board as opposed to a timer. Without a model number I am only able to offer generic advice. I recommend starting a cycle, and at the point you think the drain pump is running with no water in the unit, slowly open the dishwasher and check the water level. If it has indeed drained and is still running the drain motor you may have a flood or overflow switch that is sticking. If you do not feel confident repairing this problem yourself, then you can have it repaired at your home by a Sears technician. Here is a link for the website: Sears Home Services .
