I have a Kenmore Elite dishwasher #58715073201 and the 4 hour delay is on and won't go off. The lock on feature on the panel also will not turn off.

Thank you for your question and I understand your concern.

It would be odd to hear a running noise if the unit is stuck in a delay wash not starting. It has an electronic control board and you could be hearing the transformer humming. Since you are not able to cancel the 4 hour delay I would have to assume the control board is faulty or the membrane switch/control panel is faulty. There is no test for the membrane switch and the only test for the control board is to verify the voltage supply on the control board when the door switches are closed/door shut. The voltage would need to be measured across the white wire from the door switch to black wire from the door switch. These terminal connections would be labeled P3-7, P8 and P1-1. It should measure 120 volts when measuring across the both black wires to the white wire. NOTE: I do not recommend measuring voltage unless you have experience and feel safe and confident in doing so; otherwise I suggest calling a service technician to diagnose and repair your dishwasher.

I know how frustrating it can be when appliances do not function properly.

Most likely there is something inside the sump assembly blocking the impeller or the wash motor is bad. I am including an image below that demonstrates how to gain access to and disassemble the sump assembly. Always unplug or de-energize electrical equipment before removing covers or attempting service. Be careful and wear appropriate hand protection when working around sharp metal parts. If there is something blocking the impeller removing it should get your dishwasher working again. If not, you may need a new wash motor.
