Kenmore Dryer 110.76960130 won't turn on

It sounds like you have a problem with the voltage supply to the dryer that is causing this failure. Here is a link for a brief video that shows how to test the voltage at the dryer outlet: Video: Perform a Voltage Check on a 240 Volt Outlet  

 

If you are not getting the 120 volts on each leg at the dryer outlet, then I recommend that you have an electrician repair that circuit.

I don't recommend that you try to bypass that sub panel box. If you are not getting proper voltage at the electrical outlet for the dryer, I recommend that you have an electrician check the circuit and repair the components.
