why does the top spray arm not turn in my dishwasher?

A:

Check for cracks or splits in the spray arms (upper and lower). Check the lower spray arm to see if it is loose or cracked at the base. If you find no problems with the spray arms, remove the plastic cover over the sump and check inside the sump for a clog or foreign object that could be causing the noise and inhibiting water flow through the spray arms. The procedure for removing the sump cover is shown on page 8 of your owner's manual. Here is a link for your owner's manual in case you need it: Owner's Manual .

Thank you for your question and I understand your concern.

The most likely failure preventing your dishwasher from draining all the water is a faulty piston and nut assembly. The piston and nut assembly is located under the intake grill inside the rear of the tub. If the seal on the piston assembly is warped or deteriorated, it will cause the water being pumped out to recirculate back into the tub resulting with some water left in the bottom of the tub. I added images below with the procedure and location of the piston and nut assembly. The piston will un-thread by turning it counter clockwise (CCW).
