Where is the throttle cable hold down on chain saw model 358350180?

A:

I agree that there has to be a clamp of some kind to hold the outer casing of the throttle cable. The only part I could locate that might be that clamp is a grommet on the engine cover.

The grommet is item 11 on page 1 of the parts diagram.

I am sorry you are having a problem with the oiler. I recommend removing the bar and chain first. Then remove the clutch so you can access the oiler. Once you are down to the oiler, Clean the sawdust off so it does not contaminate the pump. Then remove the screws securing the oiler and remove it. After you disconnect the oil supply hose, the oil should flow out of the tank if the saw is up right. If it does, you know the supply hose is open. Next use compressed air on the hose from the oiler to the bar. Once you confirm it is clear, reassemble the saw and check the operation. If it still does not supply oil to the chain I recommend replacing the oiler. The parts can be ordered from the following link. Craftsman Chainsaw parts I hope this helpful.
