I am sorry you are having a problem with setting up the new mower. Usually when we have this complaint, it is because a step in the instructions is over looked. The handle of the mower is not pulled out of the mower housing. This is step number 2 in the instruction and corresponds with figure number 3 in the image below. If the handle is not pulled out, the blade will hit the handle and keep the rope from pulling out. If you have done this step, I recommend checking the engine control cable. It should be connected to the bail and the engine. If it is connected, check under the mower for packing material. Just make sure to disconnect the spark plug wire before putting your hands under the mower.

Thank you for your question and I understand your concern.

If you have all the gas and oil removed, fill it to the proper level with new oil and then start and run the engine for 5-10 minutes then drain the oil and then refill it with new oil to the proper level and it should be Okay for years to come.

I am sorry you are having a problem with the mower. Usually when we see this complaint, it is because a step of the set up was skipped. The lower handle has to be pulled out of the housing. I have posted an image below that has the instructions for setting up the mower. Steps in figure three and four are the step that is usually skipped.
